Our 2024 survey evaluated organizations using a performance scale from 1 to 5, where 1 represents a very low extent and 5 represents a very high extent. High performers rank in the top 25% of overall performance, while low performers rank in the bottom 25%.

This scale measured 12 critical performance areas, including strategic alignment, stakeholder satisfaction, and quality of delivery.

Organizational Characteristics

High-performing PMOs distinguish themselves through several organizational characteristics that enhance their effectiveness and strategic impact. 

In our 2024 survey, we identified:

• Strategic Alignment: High-performing PMOs score an impressive 4.3 out of 5 when it comes to aligning projects with organizational strategies. This alignment ensures that each project directly supports the broader goals of the company, making each effort not just a tactical win but a strategic advantage.
• Customer Satisfaction: These PMOs also excel in maintaining project stakeholders' satisfaction, with a score of 4.4 out of 5. This high level of satisfaction is indicative of their ability to meet or exceed the expectations set forth by project customers, which in turn fosters long-term business relationships and a strong reputation in the marketplace.
• Quality of Delivery: Ensuring that projects are not only completed on time and within budget but also meet quality standards is another hallmark of high performers, who score 3.2 in this area. This focus on quality ensures that the final deliverables are reliable, effective, and ready to provide real value from the moment of completion.

These characteristics collectively contribute to the high performance of PMOs, enabling them to deliver projects that not only meet but often exceed expectations, thereby adding significant value to their organizations.

Personnel Characteristics

The success of high-performing PMOs also heavily relies on the personal characteristics of their team members and leaders. 

Our research highlighted several key attributes that are prevalent among individuals in these organizations:

• Leadership Excellence: Leaders in high-performing PMOs are not just managers but visionaries who inspire their teams. They are adept at navigating complexities and fostering an environment that prioritizes safety, respect, and trust. These leaders excel in paving the way for their teams to perform optimally by providing clear direction and support.
• Collaborative Spirit: Team members in these PMOs exhibit a strong collaborative mindset. They understand the importance of working together, sharing knowledge, and supporting one another to achieve common goals. This collaborative spirit extends to engaging with stakeholders and ensuring all voices are heard and integrated into the project planning and execution phases.
• Adaptability and Continuous Learning: Both leaders and team members in high-performing PMOs demonstrate high levels of adaptability and resilience. Plus, team members and leaders of high-performing organizations are often engaged in ongoing learning, participating in training and development programs that enhance their skills and knowledge in project management.
• Accountability and Responsibility: Individuals in these PMOs take ownership of their roles and responsibilities. They are accountable for their contributions to the project and are committed to delivering results that meet or exceed the project’s requirements and quality standards.
• Effective Communication: Excellent communication skills are critical for success in high-performing PMOs. Leaders and team members are adept at articulating ideas, issues, and solutions clearly and effectively, ensuring that all project stakeholders are aligned and informed throughout the project lifecycle.

These personal characteristics are integral to the success of high-performing PMOs, as they foster a productive and positive work environment that is conducive to achieving exceptional project outcomes.
